Carmen Bartley

WEC Researcher

Dr. Carmen Bartley is a qualitative researcher and evaluator in the Wisconsin Evaluation Collaborative (WEC), housed within the Wisconsin Center for Education Research (WCER) at UW-Madison. Her current work focuses on partnerships with the Wisconsin Department of Public Instruction, Milwaukee Public Schools, the UW-Madison School of Education, and other agencies evaluating programs and initiatives at the PreK-12 level. Carmen has previously engaged in research around K-12 leadership, poverty and education, students experiencing homelessness, and school-family-community partnerships. Prior to joining WEC, she taught high school English in Fairfax County Public Schools (Virginia) and also worked as a graduate project assistant with the UW-Madison Information Technology Academy (ITA), a pre-college program serving students grades 9-12. She holds degrees from the University of North Carolina–Chapel Hill (B.A., English), Wake Forest University (M.A.Ed, Secondary English Education), and the University of Wisconsin–Madison (Ph.D., Educational Leadership and Policy Analysis).
